I will be going to cancun next month staying at the Westin in the very south end of the "hotel zone" Can anyone tell me if the public beaches, particularly the ones towards the south end of the hotel zone, will tolerate topless women? That is, topless sunbathing as well as strolling around topless? I can't speak to whether it's legal or permitted, but I can tell you that I've stayed in Playa, Akumal , Cancun , and on Cozumel , and I've never seen topless women. It certainly wouldn't bother me if I did, but my point is that I haven't found it to be commonplace. If it's important to you, you may want to look into one of the several resorts that expressly cater to folks who want to vacation in the buff. Whilst not always commonplace, IME, there are usually a few women sunbathing topless at the beach. However, again, IME it is quite rare to see anyone walking around or swimming topless.
My husband and I are going to Cancun in April and are going to stay part of the week at Temptations. We would like to stay at another resort for 3 days and would like to find one that I will be comfortable being topless. We stayed at the Grand Oasis Sens last year and I was able to be topless, but there was not a lot of topless women so I was not really comfortable. It's against Mexican law to be topless on the beaches, but not usually enforced much. Most resorts do not allow women to be topless at the pool.
A major activity favored by many tourists in Cancun: sun bathing. These services are normally exclusive for hotel guests, or you can buy a day pass which also gives you the right to use the pool, pool towels and may include food. These day passes have become quite expensive and way out of reach for many locals. In fact, allthough the beaches are public according to Mexican law, the hotels have made it their business to close the entrances to the beaches. The hotels are private property and they won't let you go through to get to the beach. As a result, the few beaches that remain accessible are often hopelessly crowded with families looking to spend a sunday afternoon enjoying themselves. Most tourists won't realise this, but for many people living in Cancun sunbathing at the beach is becoming more and more restricted. As a Mexican I'm not but let's say I am for the sake of the argument I could go to your hotel's beach and spread my towel between your hotel's beach beds. I guarantee you that in no time I'd have a security guard on my back asking me not too politely to move on.
